I <br />I <br />I <br />ipiPerMoiA,'/'^•/orO <br />CHAPTER 7 <br />Part 4A. <br />TRANSPORTATION PLAN <br />I <br />I <br />I <br />I <br />I <br />I <br />1 <br />INTRODUCTION <br />Transportation services and facilities arc important elements in the community's <br />ability to accommodate expected development. This plan is a refinement and <br />updated version of the transportation policies adopted in the 1974 Orono Village <br />Comprehensive Guide Plan and the 1980 Orono Community Manaaement Plan. <br />The Plan reflects the growing'energy awareness of the region and its significant <br />effect on commuter practices as well as reflecting the current long range plans of <br />the Minnesota Department of Transportation and the iV'letropolitan Councrl as <br />regards exp ected transportation facility improvements chamtes in the nature of <br />Metropolitan Area development expansion since the late 1970's, as well as the <br />current short and loutz ranee plans of the Minnesota Department of Transportation. <br />This Plan is prepared and presented for the following purposes: <br />1. <br />2. <br />The transportation plan is intended to be a management tool for City ’ <br />oHIeials, City ’ staff, and other parties involved in providing, managing <br />and maintaining a transportation system in the city ’ sufficient to <br />accommodate the needs of Orono citizens while also addressing <br />regional transportation needs. 1 he content and direction of the <br />Transportation Plan is based upon our environmental protection <br />commitment and our expected development position within the immediate <br />Take Minnetonka Area and within the fwin Cities Metropolitan Region as <br />a whole. For this purpose, the Transportation Plan contains goal and policy <br />statements consistent with the overall planning objectives of the City; it <br />reviews the existing roadway system and the type of usage it receives; it <br />reviews environmental and land use considerations; and it includes plans <br />for accommodating future transportation requirements for travel both <br />within the City and within the region. <br />This plan is the transportation element of Orono's Community <br />Management Plan, designed to address and conform to all the <br />applicable provisions of the Metropolitan Council's Development <br />Framework C-hndc RecMonal Blucnrint. For this purpose, the Plan's <br />inventory and planning considerations include sulficient detail to explain <br />how Orono’s plans and facilities are consistent with those of neighboring <br />municipalities and with the metropolitan facilities of the region as a whole. <br />This purpose and content is consistent with the City ’s Community <br />Management Plan, with the requirements of the 1977 Mandatory Land <br />CMP 4A - 1 <br />I
