I <br />I <br />I In response to the Met Council benchmarks, the City Council in Junel996 adopted <br />a Housinti Action Plan identifying rehabilitation of existing substandard housing as <br />the City ’s top priority, citing limited commercial-industrial development or <br />employment opportunities, and limited availability of public services, as barriers to <br />providing opportunities for life-cvcle and affordable housing in Orono. <br />The Livable Communities Act additionally established a minimum required level of <br />annual local spending towards affordable and life-cvcle housing needs, known as the <br />Affordable Life-cvcle Housing Oportunities Amount (ALHOA) based on the City ’s <br />homestead net tax capacity excesses. Orono*s oast expenditures toward the ALHOA <br />have been primarily from Community Development Block Grant funds earmarked <br />for residential rehabilitation urants and loans. <br />I <br />[ <br />I <br />I <br />Meeting Sub-Regional Housing Needs Requires a Sub-Regional Approach <br />The Metropolitan Council's Regional Blueprint suggests that each metropolitan area <br />community is expected to provide a range of housing options to meet the needs of <br />residents at all stages in the lifecvcle. and where feasible, increase options for <br />affordable housing. Once needs have been identified, th r . a plan for meeting those <br />needs must be established and implemented. <br />The Lake Minnetonka area is comprised of a number of individual cities, both larue <br />and small, each of which have the capacity to provide housing for certain 'niches'of <br />the population, but few of which have the capacity to provide for all cateuories of <br />lifecvcle or affordable housimi. In order to identify the existing life-cvcle and <br />diversified housing, and to identify opportunities for such housing from a sub­ <br />regional perspective, the 16 Lake Minnetonka Area Cooperatinti Cities (l.MACC) in <br />1998 prepared a Sub-Retiional Housing Study. <br />The LMACC Study identified a number of kev issues which set the stage for <br />addressini: problems and identifvimi opportunities for development ot adequate <br />housinu in the subretiion.
