r <br />k'v <br />2001 Fee Scedule - Park Fees <br />December 14, 2000 <br />Page 2 <br />units in Orono. The initial fee values had been established via Resolution #4063 on 4-13-98 at <br />S2900-4900, and raised via the 2000 fee schedule adoption on 11-22-99 to $3100-5300. <br />Councilmember Flint suggested that updated park cost projections be completed to justify the <br />increase. The old and new projections are attached as Exhibits E and F. <br />Commercial/Industrial Park Fee <br />The second park dedication entry in the 2001 Fee Schedule states: <br />“The City has established by resolution a <br />minimum commercial/industrial park fee of <br />$7,250 per dwelling un it acre and a maximum <br />of $12,250 per dwelling unit acre.” <br />There are two issues here. First, the change from dwelling units to acres is to correct a typo <br />occurring in the 2000 Fee Schedule. Resolution 4064 adopted 4-13-98 established an equivalency <br />of I dwelling unit = 10 employees. This was further refined by Resolution No. 4216 adopted 12-14- <br />98 which established a further equivalency of 25 employees per acre of commercial industrial zoned <br />land. Therefore, the fee for commercial industrial was established on a per acre basis, at 25/10 or <br />2.5 times the dwelling unit rate; 2.5 x $2900 = $7250 per acre and 2.5 x $4900 = $12,250 per acre. <br />Councilmember Flint correctly pointed out that the commercial/industrial fee should be increased <br />accordingly when the residential fee is increased. 2.5 x $3100 = $7,750 and 2.5 x $5300 = $13,250. <br />These new values should be adopted for the 2001 commercial/industrial minimum and maximum <br />fees per acre. <br />ni.Golf Course Fees <br />The proposed golf course fee changes appear on pages 5 and 6 of Exhibit C. <br />COUNCIL ACTION REQUESTED <br />1.Adopt the two attached resolutions revising the park dedication fees for both residential and <br />commercial/industrial lands as noted above. <br />2. Adopt the 2001 Fee Schedule Ordinance with the revisions noted in this memo.
