Background: The applicant is requesting an after-the-fact permit for wetland fill to construct a driveway for access to a single-femily home. The City of Orono, in 1977, aUowed a 50-foot wide corridor through a wetland area for access to Mr. Johnson ’s property. The City took a conservation easement over the remaining wetland area. Access to ^s site is only available through the corridor. An on site inspection by the DNR found tha ‘ ♦he driveway impact is outside of the DNR wetland and is therefore covered under WCA ru RuleD Wetland fill to build the driveway amounted to 4,290 square feet.
