�ll UTES OF THE ORO O PLA I�G CO�l�IISSIO <br />JUNE 19, 2000 <br />(#2596 BRENSHELL HO IES, CONTI UED) <br />City Staff is recommending this application be tabled until the next Planning Commission meeting <br />in order to 3i e the Applicant time to resolve some of thes issu s. <br />Steve Behnke stated he has a number of questions relating to the issues raised in the Planner's <br />report. Behrlce stated currently in his vie"· Gard n Lane as being r quired because of Lot 64, <br />,1-·hich is the lot to the north being a potential public access to a private lot. Behnke stated in <br />his opinion Lot 1 does sho,v over one-half acre dry buildab le outside of the NURP pond, with the <br />engineer for this development calculating h\'O thirds dry buildable on this lot. Lots 2 and 3, <br />lot v/dth variances ,vould not be nece sary since at Wildhurst Trail the lots are 224' and 153', and <br />if measured along the setback, there is th potential that they are less than 140', , are obviously <br />greater in wi . c1cross the northern section. Behnke po inted out both lots \vill be ocated on a <br />cul-de-sac. Hehnke stated it , .. -as on the recommendation of City Staff that this plan took the approach <br />from OarC: .. r.· Lane. Lot 4 also contains enough frontage along Garden Lane and \\·ould not need a . vanance. <br />B!·hnke ackno\vledged that there are issues relating to grading and drainage concerning this <br />property, \\"r1ch ,vii need to be addressed further. B hnke stated it is his opinion that Lot 6 and <br />the ravine ha e been addressed. Behnke noted they ha· e adopted the DNR 's definition of a bluff <br />as e method of determining the top of the ravine. The top of the ravine does not extend to <br />Garden Lane and ends prior to i ) and because of that, the acreage on both sid s is being incorporated <br />into the dry bui dable cres. B hnke stated the dri e,\'ay does not impact the ravine proper as <br />de·fined b · the bluff definition. Behnke stat d Lot 6 co nsists of approximately 1.25 acr sin size, <br />and they \\'Ou ld be able to manipulate the lot r ne if n essary. <br />Behnke commented the current division of \\'at r bet\\' en the north and south is ssentially <br />equi alent to ,,·hat it ,vas prior to this plan b ing created� \\'ith this d�velopment not increasing <br />the , ·ater runoff. Behnke stated the intention of the NURP pond is to hold the , ater to allow it <br />to drain to the ravine at the same rate that it is currentlv. Behnke stated the ,vat r that drains to <br />this property offsite is also included in the URP pond proposed for Lot 1. <br />Behnke stated the comment by the City Engineer that all drainag be directed to the north is <br />opposite the natural d. r ction of the ,\·ater. Behnke stated in his vie,v there e some inaccuracies <br />i the statements by the it · Engi nccr. <br />Behn e stated ·n his opinion he should not be responsible to extend Garden Lane to the north as <br />part of this project since they arc off site.
