We <br />have the following comments in regards to engineering matters. <br />3. Utilities: The proposed sanitary sewer installation raises some concerns. Sewer is proposed to <br />be installed in an existing steep slope between Lots 2 and 3 and also down the center of <br />Wildhurst Trail. Disturbance of the steep slope is a serious erosion concern. Installation of the <br />sewer in Wildhurst Trail will require the removal of the entire driving surface making through <br />traffic difficult if not impossible. We strongly recommend that the portions of the sewer between <br />Lots 2 and 3 and the segment along Wildhurst Trail be directionally bored to prevent disturbance <br />• to the steep slopes and allow for through traffic during construction. Final plans should include <br />plan and profile views of the sanitary sewer. Record plans should be provided to the City upon <br />project completion. City standard details should be included in the plan set. <br />2. Streets: Plans should include a typical street section. A geotechnical analysis, R-value <br />recommendation and pavement design calculations should be submitted for review. It appears <br />that the street will be an urban section with curb and gutter. All curb and gutter shall be concrete, <br />no bituminous curb is allowed. The fire chief should review and comment on the proposed <br />hammer handle turn-around on Garden Lane. The chief should also look at the proposed <br />driveway alignment to serve Lot 5. Recent discussions with local firefighters indicate that long <br />curving driveways can be an obstacle for fire trucks. The City should review and determine <br />whether Garden Lane should be constructed further to the north to provide access the Saga Hill <br />Park. <br />3. Grading and Drainage: The proposed grading plan reduces the existing contributing drainage <br />area to the southerly ravine by about 2.5 acres. Storm sewer will redirect this drainage area to the <br />northerly ravine where the gradient is half as steep as the south ravine. This is consistent with <br />our previous comments. The developer ’s drainage calculations appear acceptable. Both ponds <br />reduce the off-site flows compared to predevelopment conditions. Both ponds should have outlet <br />structures constructed to City standards that provide skimming to the 100-year storm event. <br />Storm sewer design and calculations should be provided for review. Final plans should be <br />submitted to the Minnesota DNR and the Minnehaha Creek Watershed District for their review <br />and approval. <br />4. Easements: Drainage and utility easements should be provided 5-feet wide along all interior lot <br />lines and 10-feet wide along roadway right-of-ways.
