ORONO PLANNING COMMISSION <br />MONDAY, NOVEMBER 15. 1999 <br />h <br />(#2550 Charles Van Eeckhout, Continued) <br />corridor will not front any building sites, no parking is needed and a 24 foot lane is the same as a <br />highway lane and should provide adequate driving space. The additional four feet adds little <br />functionability to the roadway and would result in the loss of trees as well as add to the hardcover. <br />Van Eeckhout commented the properties can be served by driveways with a grade of seven percent <br />or less. Van Eeckhout stated the sewer should be extended across the Luce Line as this is the <br />most economical approach. <br />Van Eeckhout remarked that these planning issues can be dealt with after preliminary plat approval <br />and prior to final plat. Van Eeckhout requested that the Planning Commission approve his <br />application subject to the conditions outlined by the Zoning Administrator. <br />There were no public comments. <br />Chair Hawn stated she would be happy to comment on the plan in general, but with the location of <br />the road being uncertain at this time, she would have a hard time approving the preliminary pl^ as <br />pmposed. Hawn commented she would also like to see the DNR issues resolved as well priorTo <br />approval being given. <br />Stoddard commented the Planning Commission can provide some direction to the Applicant on how <br />to proceed. Stoddard stated in his view this land does not have the same uniqueness and <br />capability to be developed as the proposal by The Bancor Group. Stoddard stated in his opinion the <br />proposed density for this development is too high and needs to be reduced somewhat, with the <br />other issues needing to be addressed further with City Staff. <br />Nygard stated he is in agreement with Stoddard and has some concerns regarding the issues <br />relating to the creek. <br />Smith commented in her view she is unsure whether this property rneets the qualifications for a <br />PRD noting she also has some concerns regarding the creek crossing and the sewer extension <br />under the Luce Line. Smith noted that the Luce Line in this area is not easily assessible. Smith <br />encouraged the Applicant t ’ continue to work with City Staff to resolve these issues. <br />Chair Hawn inquired whether the wetlands would be subject to some type of conservation easement. <br />Van Eeckhout stated he would be willing to discuss that issue with City Staff to see what they <br />think is best for this area. <br />Chair Hawn expressed a concern that some of the lots are too small and should be made larger by <br />incorporating some of the other dry buildable land that is available. <br />Van Eeckhout staled he is attempting to preserve the wooded area as much as possible. <br />Lindquist concurred that some of the lots are too small In his opinion. <br />Van Eeckhout commented with a PRD the overall density Is what is considered. <br />Lindquist rtaled the Planning Commission has not approved density less than one acre in the past, <br />and noted he would not be in favor of doing so in this case. <br />Van Eeckhout remarked that this development is adjacent to Long Lake, which has smaller size lots. <br />Page 18
