REQUEST FOR COUNCIL ACTION <br />MEETING <br />AUG 2 8 2000 <br />Cl IY Or U ho NO <br />DATE; August 23,2000 ^ <br />ITEM NO:/O <br />Department Approval: <br />Name RonMoorse <br />Title City Administrator <br />Administrator Reviewed:Agenda Section: <br />City Administrator's <br />Report <br />Item Description: Board of Government Innovation and Cooperation Exemption Agreements - <br />Resolution <br />The Board of Government Innovation and Cooperation is responsible for reviewing plans for the <br />consolidation of cities. In addition, the Board also is authorized to work with cities and state <br />agencies to grant waivers or temporary exemptions from procedural rules when those rules are an <br />utmecessary obstacle to the effective accomplishment of city functions. <br />In the case of the consolidation of Long Lake and Orono, the two cities have requested three <br />temporary exemptions from procedural rules. The three exemptions are as follows; <br />1.Exemption to extend the filing period for city offices from September 12 to <br />September 15, so that those filing for office can wait until after the consolidation <br />referendum. <br />2.Exemption from the procedural rules for developing a city charter. The exemption <br />enables a city charter to be placed on the ballot without each city having to set up a <br />separate charter commission. <br />3.Exemption to allow city council terms of less than four years, so that in the case of <br />the consolidation of Long Lake and Orono, the councils elected in Long Lake and <br />Orono in November of 2000 would serve a one-year term. An election would then <br />be held in November of2001 to elect the seven-member council of the consolidated <br />city. <br />The Board of Government Innovation and Cooperation has approved these three exemptions, and <br />has provided three exemption agreements to be signed by the City. The Board requires a resolution <br />to be adopted by the Council authorizing the signing of each of the exemption agreements. The <br />resolutions are attached for Council consideration. <br />COUNCIL ACTION REQUESTED: <br />Motion to adopt the resolutions authorizing the Mayor and City Administrator to sign the Board <br />of Government Innovation and Cooperation exemption agreements.
