The estimated timeline for design and construction of the project is as <br />follows: <br />Design (including securing easements) <br />Construction <br />3-4 months <br />2-4 months <br />Thus, the total time required from the date of authorization to proceed with design <br />by the District to completion of project construction is estimated at 5 - 8 months. <br />B.Recommended Cost-Sharing <br />The District has requested a recommendation regarding the most appropriate method of <br />funding the project among the various parties involved. All or a portion of the cost of the pmject could be assigned to <br />the three communities that share the lake based on the proportion of the total <br />watershed area that lies within each community. <br />Another option to allocate funding responsibility among the <br />fhreeo5esi?bS^ the proportionate volume of runoff each coii^unity <br />contributes to the lake for a standard runoff condition. The proportions are a <br />function of both the size of the watershed and the runoff characteristics of the land <br />use for the watershed within each community. <br />Assessed valuation. This option would base the funding responsibility for the <br />communities on the assessed value of the land within each city’s portion of the <br />watershed. <br />Watershed district funding. Under this scenario, the Minnehaha Creek <br />Watershed District would fund all or a portion of the project. <br />It is recommended that the equivalent runoff method be used to allocate the costs of the <br />project among residents of the Mooney Lake watershed w ithin the communities of <br />Plymouth, Medina, and Orono. This recommendation is based on the following factors: <br />Mooney Lake has no developed public access and is therefore not available <br />for use by the public at large. The direct benefits that result from the project <br />will affect the ripa.rian land owners only. <br />The primary cause of the higher water levels in Mooney Lake has been the <br />intensification of land use within the Mooney Lake watershed itself.
