Gappa <br />Title Director of Public Services <br />Administrator Reviewed: <br />Item Description: Update on Mooney Lake Outlet <br />Agenda Section: <br />Public Services's Directors Report <br />At the June 28'^ 1999 meeting the Council discussed the "Draft Feasibility Study" for this project. <br />The Council’s position, at this meeting, was that the project was feasible and necessary and should <br />be funded by tlie Watershed District through their tax levy supported Capital Improvements <br />Program. The draft report discussed possible assessment options for funding of this project. The <br />Council was concerned about the viability of this approach because of assessment appeals, as <br />proving benefits to assessed properties is difficult. A letter, dated July 1, 1999, was sent to the <br />Watershed District stating Orono’s position on this project. <br />In June of 2000, the Watershed District released a "Final Feasibility Study." And a copy of the <br />City’s letter is included in this final report. The recommended option for providing a pumped <br />outlet from the lake is option 1. This option includes a pumping station located on Doug Dayton’s <br />property and pumping the flow into the North Ferndale Road storm sewer system. The report <br />recommends allocating the project costs among the property owners within the Mooney Lake <br />watershed based on the "equivalent runoff method" this method assigns project costs based on the <br />proportionate volume of runoff from each community. This results in the following project cost <br />split. Orono 4% Medina 15% Plymouth 81% <br />On August 1“ a meeting was held with MCWD staff, one MCWD board member, Bonestroo <br />Engineers, and Orono and Plymouth City staff in attendance. At this meeting, it was decided to <br />have a survey of the extent of tree damage completed and included in the report before a decision <br />on the project is made by the MCWD Board. <br />The report recommends that if the project is financed using a cost allocation to the property <br />owners that the Watershed District consider providing an option to spread the allocation costs to <br />the property owners over a 5- 10 year period. This could be completed through an assessment <br />process. It was the consensus of the City staff that if this method is selected, the process should <br />be conducted by the Watershed District. The cities would not be interested in being responsible <br />for administering the assessment process and levying assessments <br />COUNCIL ACTION REQUESTED: <br />Discussion of Mooney Lake Outlet project
