Weinberger stated the use of the bam w ill remain essentially the same, with <br />the Club basically requesting a Conditional Use Permit to permit updating of the facility. <br />The Woodhill Country Club is also requesting a sewer connection for the bam although it is outside of <br />the MUSA. Weinberger noted a portion of the Woodhill Countiy Club is located in Wayzata. with the <br />bam being located in Orono. Weinberger noted it is against the policy of the City to amend the <br />MUSA because it is located within the rurnl/rcsidcntial district. Weinberger stated the City is <br />able to add up to 50 units to the MUSA based on certain criteria. <br />Weinberger stated a sewer line docs run through the Countiy Club and does serve the club house. <br />which is approximately 400 feet from the bam. The Applicant is requesting a sewer connection for <br />this facility because the existing system for the barn is non-compliant at this time due to the three <br />foot separation issue. The septic tanks of the existing building are located approximately 28 feet <br />from the building, with the addition bringing the tanks to w ithin 10 feet, which meets State standards. <br />Weinberger noted the existing system will be required to be replaced, with other suitable sites in the <br />adjacent area being difTicult to find due to the topography and the drainage in this area. Staff is <br />looking for direction from the Planning Commission on whether it would be appropriate to allow <br />Citv' sew er to this area since the use of the bam is not considered residential. Weinberger stated the <br />ultimate decision on whether City sewer should be provided to this facility would be up to the City <br />Council. <br />Weinberger stated the proposed addition w ould not significantly change the use of the building. <br />maximum occupancy of the building is listed at 150 people based on the usable space w ithin the <br />structure. City Staff docs not feel the addition will ha\c a negative impact on the adjacent <br />residences since the bam is not visible to the neighbors. <br />City Staff is recommending approval of the Conditional Use Pcmiit subject to the conditions <br />PAGE II <br />MM**.*
