I-' <br />The LMCD has used the property for storage of milfoil harvesters. The harvesters are currently <br />stored in a parking area where the salt/sand storage facility is proposed. Hennepin County will <br />continue to allow the LMCD to store the milfoil harvesters, but they will be relocated to a new <br />parking area that would be constructed at the northwest comer of the property. The LMCD has 4 <br />milfoil harvesters. <br />The large parking area between the existing building and the south property line has been used as <br />overflow parking for vehicles and boat trailers when the public landing are full. The overflow <br />parking would remain as a continued use. Overflow parking only occurs in the spring/summer/fall <br />mainly on weekends not to interfere with the winter road maintenance facility operation. <br />Use of Salt/Sand Storage Buildine <br />The proposed building would be approximately 7,840 square feet with a storage capacity of 2,000 <br />tons made up of 1,000 ton annual salt storage amount and 1,000 ton salt/sand mix amounting to <br />approximately one-third of the annual mixed usage. The building would provide for interior mixing <br />and loading of materials. That operation is currently done on-site, outdoors. County staff has <br />indicated the operations would reduce noise to surrounding neighborhoods and eliminating the salt <br />and sand transported by stormwater runoff to the adjacent wetlands. The wetlands drain into a <br />stormsewer pipe and are routed to Lake Minnetonka. Due to the proposed buildings capacity, <br />Hennepin County has estimated approximately 60 round Uip truck runs annually would be eliminated <br />and the salt/sand operations would occur during daytime hours. <br />Zoning Code Amendment <br />The Hennepin County facility has been in operation since the early 1960s. A 1970s rezoning <br />changed the zoning from commercial to residential, although the use has not changed over that time. <br />The use has remained as a non-conforming use in the LR-IC zoning district. Hennepin County has <br />made an application to the City of Orono to request a code amendment that would allow a county <br />maintenance facility to exist in the LR-IC zoning district as a conditional use. The LR-IC district <br />permits any conditional use that is permitted in the R-1A zoning district (please refer to conditional <br />uses for R-1 A in Exhibit D). Staff has suggested the following amendment to Section 10.25, <br />Subdivision 4. <br />Subd. 4. Conditional Uses. Within any "LR-IC" One Family Lakeshore Residential <br />District, no structure or land shall be used for the following uses except by conditional use permit: <br />A.
