ORONO CITY COUNCIL MEETING <br />MINUTES FOR APRIL 24, 2000 <br />(M2549 David Lovelace, Continued) <br />The Planning Commission has recommended that the Applicant be allowed a seasonal dock at <br />Access C. and if Schcftcl and Lovelace are interested in sharing a dock at this access point, that <br />would be fine. Othenvise the Planning Commission felt it would be appropriate to have two <br />separate docks at this location. <br />Gaffron noted at the present time there are no other requests for dock access to Big Island, with <br />a number of other potential access points being located further south. <br />Sanscvcrc inquired how many prospective lots could potentially need dock access, noting he has <br />a concern that there could be a number of future requests for dock access. <br />Gaffron stated there arc eight or nine lots that could potentially request dock access. Gaffron <br />stated according to the LMCD. there is a potential for a joint dock license, which would need to be <br />resoKcd with the LMCD since this is a City right-of-wa>. <br />Mayor Jabbour commented in his opinion the Cit> should have a distinction between a buildable <br />lot versus a recreation lot. <br />Gaffron stated the RS District does ha\e a five acre minimum standard, with a number of lots on <br />the Island having been listed as buildable or substandard but buildable and some unbuildabic lots <br />A buildable lot could be created b\ combining two or three of the smaller lots. <br />Ma\or Jabbour stated the Citv should also address the erosion problems occurring on Big Island <br />at some of the access points. <br />Gaffron stated Cit> Staff is looking at Access I I. which has a sev ere erosion problem, and is <br />considering erecting a barrier to limit traffic in that area GalTron stated in his opinion the City <br />should grant Lovelace a dock access at this time since his propertx is considered to be a buildable <br />lot. <br />Sansevcrc noted the Applicant w ill be assuming the cost of the d» s <br />Mayor Jabbour stated the City of Orono has a poliev that public roads should not be used for <br />private use Jabbour stated there should be a distinction between using the City's land on Big <br />Island as a transpiortation corridor and not as a recreational corridor and being allowed the use of <br />a dock. Jabbour stated he does not want to see all of the City's fire lanes become potential dock <br />access points Jabbour stated the Cit\ has to address the issue of a person wishing to live <br />>car-round on Big Island and access to their lot <br />Sansevere moved, Kelley seconded, to approve and adopt RESOLUTION NO. 4456, <br />a Resolution Permitting a Private Dock on Platierl Unimproved Right-of-Way Between <br />Lots 38 and 39 Morse Island Park, Big Island. N’OTE: Ayes 5, Nays 0. <br />Lovelace commented at the Planning Commission meeting the possibihtx of getting a garbage
