The purpose of this action item is to gain council approval to commence the planning and <br />engineering of the 2023 Sanitary Sewer Improvements Project. <br /> <br />2. Background. Since 2005, MCES has identified Orono as one of the communities who contribute <br />excessive Inflow and Infiltration (I & I). The City has been executing a sanitary sewer rehabilitation <br />project annually to reduce I&I. Each year the City works to identify inflow and infiltration points within <br />the sanitary sewer system thought our annual inspection program. These sites then inform our <br />rehabilitation efforts for the year. <br /> <br />3. Scope of Work. <br />a. Project Scope of Work. This Sanitary Sewer Rehabilitation project will consist of Cured in <br />Place Pipe (CIPP) lining of infiltration susceptible sanitary sewer pipes. The purpose of the project is to <br />reduce I&I into the sanitary sewer systems and extend the life to the existing pipes. <br /> <br />b. Design and Engineering Scopes of Work. Planning and engineering will consist of reviewing <br />televising, preparation of plans and specification and solicitation of bids. Proposal at Exhibit A. <br /> <br />4. Cost. BMI provide a not to exceed cost of $ 26,700. <br /> <br />5. Funding. The design and engineering as well as the construction of the project will come from the <br />Sanitary Sewer Fund. The 2023 CIP budgeted $300,000 for the project. The projected 2023 end of year <br />balance for the fund is $1,176,080. <br /> <br />6. Staff Recommendation. I recommend approval of the proposals from Bolton and Menk and that <br />Council authorize staff to begin design and planning for these projects. <br /> <br />COUNCIL ACTION REQUESTED: <br />Move to direct the City Engineer to move forward with planning for the 2023 Sanitary Sewer <br />Rehabilitation Project and accept the Bolton and Menk’s proposal for design and engineering of the same. <br /> <br />Exhibits <br />A.
