AGENDA ITEM <br /> <br /> <br />escrow deposit is being removed from a number of zoning applications. Other fees are changing and can <br />be found in the exhibit. The changes identified above have the greatest impact on the budget and our <br />citizens. <br /> <br />11. Capital Improvement Plan. In 2012 the City first formally adopted a Capital Improvement Plan <br />(CIP). In order to keep the CIP useful, it is updated as part of the yearly budget process. The CIP is a <br />planning document only and approval of the CIP does not constitute approval of any expenditures. <br /> <br />There are two main focusses of the CIP. First is the CIP items that have been identified as needs by staff. <br />The second is available funding for the CIP. Some items identified in the CIP will require additional <br />funding sources and additional funding sources (Grants, Donations, Partnerships) will need to be secured <br />prior to moving forward with the projects. <br /> <br />The funding for the Street CIP includes an additional $100,000 in tax levy for 2023. This brings the <br />annual Pavement Management Levy to a total of $1,000,000. This levy is the key element of funding <br />continued maintenance of the City’s road infrastructure and is at the amount identified as the amount <br />needed fully fund the City’s needs. <br /> <br />12. Staff Recommendation. Staff recommends approval of the attached budget resolutions setting the <br />2023 Property Tax Levy the 2023 General Fund Budget, the 2023 Special Revenue Fund Budgets, the <br />2023 Enterprise Fund Budget, the 2023 Capital Improvement Fund, and the 2023 Fee Schedule. <br /> <br />COUNCIL ACTION REQUESTED <br />Motions to approve the 2023 Property Tax Levy, the 2023 General Fund Budget, the 2023 Special <br />Revenue Fund Budgets, the 2023 Enterprise Fund Budget, the 2023 Capital Improvement Fund, and the <br />2023 Fee Schedule. <br /> <br /> <br /> <br />Exhibits <br />A.
