AGENDA ITEM <br />Prepared By: RJO Reviewed By: A. Carlson Approved By: <br />1.Purpose. The purpose of this action item is to adopt a resolution approving pay and benefit plan <br />adjustments for non-union city employees for 2023. <br />2.Background. The City adopts an updated non-union pay scale annually. This action will set the 2023 <br />wage and benefits for the following positions: Building Custodian/Park Maintenance, Office Manager <br />(PD), City Clerk, Deputy Chief, Public Works Superintendent, Parks, Golf and Facilities Superintendent, <br />Clubhouse Manager, Fire Chief, Community Development Director, Finance Director, Police Chief, and <br />the City Administrator. <br />a.Compensation. The 2023 budget has included increases ranging from eight to nine percent. <br />This increase is in line with the recently approved union contracts, and realigns the non-union pay scale <br />with the union scales. A copy of the updated pay scale is included with this memo. In addition to the pay <br />scale adjustments, the amount for Longevity Pay is increasing from $.05 to $.10 per hour (per year of <br />service) for employees with eight or more years of service. <br />b. Insurance. For 2023 the City’s monthly insurance contribution for employees selecting family <br />(employee plus) coverage is budgeted for $1,750 which is an increase of $111.75. The contribution for <br />employees selecting single coverage remains frozen at the 2011 amount of $915. The waiver amount is <br />$130.26. <br />c. Mileage. The attached resolution also confirms that the City will continue to reimburse <br />employees at the IRS allowed mileage rate in 2023. The 2022 IRS standard rate is currently set at 62.5 <br />cents per mile. The 2023 rate has not yet been released. <br />d. Safety Shoe Allowance. The safety shoe allowance will increase to $300 annually, matching the <br />amount in the Public Works union contract for eligible employees. <br />3. Funding. The funding for these expenditures are included in the 2023 budget. <br /> Staff Recommendation.
