'•0
February 9. 2000
4801 Minneapolis Ave
Minnetrista, MN 55364
(612)472-2018
a'-.
—'
City of Orono
P.O. Box 66
Crystal Bay. MN 55323
Atten: Mr. Ron Moorse
Dear Mr. Moorse:
At the end of this month, my term as a Board Manager for the Minnehaha Creek
Watershed District (MCWD) expires. I have applied for one of the two Board Manager’s
positions that are open. I am writing to ask for the support of the city for my re
appointment.
Over the last year I have had the opportunity to see first hand the Board’s strengths and
weaknesses. I have found that each Board Manager has a strong commitment to
improve the quality of the watershed. However, instead spending their time on
establishing a framework for effective management, far too much time has been
focused on routine permitting and enforcement. This approach has led to a blurring of
staff and board responsibilities that prevents the MCWD from being as effective as it
could be.
If I am re-appointed to the Board, my commitment to your city is to:
•Work to move the Board away from the inclination to co-opt staff responsibilities
and in its place establish a strategy for the management of the watershed that
meets the needs/goals of the Board and its member cities.
