COUNCIL MEETING
REQUEST FOR COUNCIL ACTION ^ ^
CITY KJt UHOnq
DATE: February 14, 2
ITEM NO.: j ^
•Till
Departiuent Approval:
Name Gregory A. Gappa
Title Director of Public Services
Administrator Reviewed:Agenda Section:
Engineer's Report
Item Description: Navarre Park Improvements
Background Information
The Park Commission has been working on developing plans for upgrading Navarre Park. No
improvements have been made to this park for many years, as the playground equipment is from
the 1960's. This equipment was originally located in the parking lot until the current park was
developed from Tax Forfeit parcels. Navarre Park is an important park because it is located in
the most densely populated area in the City. Many homes are located on small lots without room
for recreational opportunities on their property. Over the past several years, playground
equipment improvements have been completed at Bederwood, Crystal Bay, and Antoine Parks.
Other than Navarre Park, Hackberry Park is the only remaining park with older playground
equipment. Playground equipment improvements should also be planned for Ha.kberry Park.
The public work’s maintenance personnel have been completing tree removal and cleanup work
in Navarre Park. Several trees have been removed to promote better growth of the remaining trees
and provide more sunny areas in the park. The chain link fence was removed which makes the
park appear larger. The neighborhood response to the completed work has been positive.
Neighborhood Concept Plan
The Park Commission did schedule a neighborhood informational meeting, and area residents
were notified of this meeting. Rick Meyers, a neighborhood resident, attended this meeting. Since
this time, Andrew McDermott and Rick Meyers have worked with a group of neighborhood
residents to develop improvement plans for the park. This group looked at playground equipment
at several parks in neighboring communities. They liked the new playground equipment at
Cottagewood Park in Deephaven. This park contains two separate play equipment modules from
Landscape Structure. Delano Minnesota. This is the same brand of equipment recently installed
in Antoine Park and two parks in the City of Long Lake.
This group developed a concept plan for the park. Andrew McDermott sketched this plan, and
Bonestroo Engineers developed cost estimates for this work. These cost estimates were based
on bid prices received for other park improvements in this area that have recently been completed.
This plan is attached for your review. The total estimated cost for the plan that was developed
by the neighborhood is $255,'•III
