to an infiltration system located on the lakeside of the residence. The infiltration area will be a rock <br />bed that would operate similar to a drainfield site for a septic system. The City Engineer (Exhibit <br />F) has commented on the proposed system and has requested additional information for review to <br />ensure the system can be maintained and can successfully route stormwater for the time period the <br />larger home remains on the property. The following variances are required: <br />1. Section 10.22, Subd. 2 and Section 10.56, Subd. 16(L)(2): Lakeshore Hardcover <br />Requirements: Within 75'-250 ‘ of the shoreline there shall be no greater then 25% hardcover. To <br />permit a hardcover variance to allow 5,841 s.f. (39.26%), where 5,201 s.f. (34.96%) exists, and <br />3,719.5 s.f. (25%) is allowed. <br />2. Section 10.22, Subd. 1 (B) and Section 10.56, Subd. 16 (C)(6): Average Lakeshore Setback: <br />No principal or accessory structure shall be located closer to the lakeshore than the average distance <br />from the shoreline of existing residence buildings on adjacent lots, except this does not apply to <br />stairways, lifts, landings, and lockboxes. The average lakeshore setback line shall be a straight line <br />connecting the most lakeward protrusions of the residence buildings on the immediately adjacent <br />lakeshore lots. To permit a variance to encroach 34' into the average lakeshore setback. <br />PLANNING COMMISSION: <br />The Planning Commission recommended by a 7 to 0 vote to: <br />Approval subject to submittal of a grading plan for review and approval by City staff. <br />STAFF RECOMMENDATION: <br />City staff has met with the applicants on the site to discuss grading and drainage issues. The <br />applicants have revised the grade of the driveway, landing, and provided ways for the drainage to <br />flew around the residence. Staff still has some issues regarding grading and drainage. Please refer <br />to Exhibit F, the City Engineer ’s letter. Staff has concerns on the amount of hardcover on the <br />property and the reasons for hardship, therefore staff recommends denial of this application. <br />COUNCIL ACTION REQUESTED: <br />To direct staff to draft resolution for the January 24, 1999 City Council meeting.
