An 8” water system is adequate to serve this development. Staff also recommends that the City <br />evaluate the Highway 12 water system to determine the possible need for a 12” water main <br />through this subdivision to develop a higher capacity loop in the system. Currently the main <br />water supply from the tower is only an 8" water main along Old Crystal Bay Road and Highway <br />12. Any costs to upgrade the water main size through the subdivision should be a City <br />responsibility. We will review this situation and make a future recommendation to the Council <br />on this issue. <br />Water Main from the Middle School to the Subdivision Property Line <br />Approximately 800* of water main are required to connect, from the subdivision west property <br />line, to the new 12” water main installed behind the new middle school. The developer has <br />questioned the funding for this line. The developer believes that this line serves a larger City <br />purpose as it provides an opportunity for system looping and future service to others. He also <br />believes that the water service access charge, of $5,510 per unit, should provide for water service <br />to the property, not 800’ distant. City staff is recommending that the City and that Developer <br />each pay for Vi of an 8" line because both parties are benefitting from this water main. As <br />previously discussed, a 12" line may be required for higher capacity system looping, and the City <br />should be responsible for these additional costs.
