January 7,2000 <br />To: Mayor Jabbour and City Council Members <br />From: Greg Gappa <br />Subject: City Water Service for Willow View Subdivision, Bancor Group <br />City staff has met with representatives from the Bancor Group regarding City water service for <br />the Willow View subdivision. This issue was discussed at the December 13"’ Council meeting. <br />At this meeting, the Council granted preliminary plat approval based on City water being <br />provided for this subdivision. City staff was directed to prepare a preliminary plat approval <br />resolution and work with the developer regarding the City water service. <br />8"/4*' Water System Design <br />One of the primary reasons for the installation of city water in this subdivision is for fire <br />protection. There was Council discussion concerning the design of the water system needed to <br />provide fire protection. The developer has presented a proposal to install a combination 8"/4" <br />water main system that would provide an 8" line with a fire hydrant in the center of the <br />subdivision. Four inch lines would be installed to serve the remaining lots in the subdivision. <br />City staff reviewed this proposal and has some concerns regarding this system. This design <br />results in a 1,100' distance from the fire hydrant to the furthest house which is not acceptable. We <br />are recommending that an 8" line water system, with hydrants, be designed to serv e all of the <br />lots in the subdivision. This design provides for better fire protection and is the accepted standard <br />for City water service in most Cities. There is a neighboring Lake Area City that has 4" water <br />lines in their system, and in a recent fire situation these small lines did not provide adequate <br />water for fire fighting. <br />North Si South Water System Extensions <br />The City policy is that developers need to construct and pay for the necessary infiastructure to <br />serve their development. For future planning purposes, the City would like the water system <br />extended to the north and south property lines of the subdivision. There was discussion on <br />funding of the water main extensions to the subdivision property lines. The developer’s position <br />is that the cost of these extensions should be paid for by the City because they are not needed to <br />provide water service to the subdivision. The City staff recommendation is that the extensions to <br />the north and south will benefit others, and that the City should pay the additional costs that the <br />Developer will incur for these water main extensions. <br />II
