The estimated project assessment is $ 17,400, and the <br />estimated annual debt service costs for this assessment will be $1,850 per banked unit. <br />Staff Recommendation <br />Because of the uncertainty regarding the potential and timing of properties connecting to sewer at <br />some time in the future, staff recommends that only those properties with an imminent need to <br />connect to sewer be added to a sewer project. Staffs recommendation is that the current policy, <br />which requires the properties in the sewer project area to pay the full cost of the sewer, remain in <br />place; with the addition of an option to add properties to an initial project area if they have an <br />imminent need to connect lo sewer. <br />Staff also recommends that in any situation where the City is providing up-front financing for a <br />portion of a sewer project that will be repaid through connection charges, the City’s portion of the <br />financing should be from the sewer fund, and the connection charges should be used to reimburse <br />the sewer fund. In this way, there is no lax levy required to fund the City’s portion of the projects. <br />COUNCIL ACTION REQUESTED: <br />Motion to clarify the sewer assessment/cost allocation policy, particularly in relation to the Fox <br />Ridge sewer project.
