k Us'iX . -v^*^ <br />The primary issues are the ability to adequately direct runoff without curb and gutter, and the <br />proposed location and direction of the drainage outlet. The City Engineer and staff are <br />recommending that the parking lot be provided with concrete curb and gutter to provide positive <br />runoff control, and that runoff be directed to the northwest toward the planned Hennepin County <br />stormwater pond rather than eastward toward the future City park site, where the existing driveway <br />could be negatively impacted. <br />Drive Location and Access <br />Hennepin County has issued permits to allow the new access to the property in addition to the east <br />driveway access. The parking lot entrance has been installed at a 24* width. The County did allow <br />the secondary access to remain open since it was not an access that would be used for commercial <br />purposes. <br />Staff Recommendation <br />The site plan meets all requirements of the B-S Zoning District. The proposed use is an excellent fit <br />for the B-S District and is a permitted use in the B-S. Staff recommends approval of the Commercial <br />Use and Site Plan, subject to resolving the parking lot design and drainage issues. Your approval <br />recommendation should be subject to the following conditions, all of which should be completed <br />prior to City Council review of the site plan: <br />I.The final design of the parking lot must meet the requirements as specified by the <br />City Engineer, including the installation of curb and gutter to positively direct runoff <br />to its intended end location, avoiding potential negative impacts to adjacent <br />properties. <br />2.The final stormwater management and drainage plans, including a drainage area map <br />and calculations, must be submitted for review and approval by the City Engineer, <br />and the final stormwater plan must be confirmed as acceptable to the MCWD. <br />3.All other comments noted by the City Engineer, in the letters dated September 27, <br />2001 and October 10,2001 must be satisfied. <br />no I-2723 Brewer Clilropnctic Clinic <br />3100 Shoreline Olive <br />lO/IJ/DI <br />Pagc3or3
