Easements <br />Tlic survey docs not show any existing easements along inlenor lot lines which w ill he moved. <br />Any existing easements should be vacated along areas no longer serv ing as properly lines. Since <br />this application is not a plau no new drainage/ulilii) casements are proposed nor requested, <br />except that where such easements do exist along lot lines being moved, they should he <br />rcdcdicated along the new K/t lines. <br />Issues <br />The vacant west parcel is a buitdable lot of record, assuming it meets the 200* width standard. <br />W'idih is measured at the front 50* setback line. But where is the front lot line? The private <br />curved drive surrounds the west lot on the north, south and west. The front, rear and side yards <br />need to be established in order for setbacks to be applied to the lot. and to confirm where the lot <br />width should be measured. The slope of the west lot defies strict interpretation of what is <br />front/sidc/rcar ba.sed on the zoning code definition. <br />I-rom a practical standpoint, the cast parcel and middle parcel a*sidences liave both been <br />develop* ‘ with the residence oriented towards the lake. For these two prop«.rties the lake side is <br />considered the front yard and to the north is the rear property line To be consistent with the <br />yards of the other two properties, the yards for the vacant west parcel could be deluied as <br />follows; <br />• Front - lake side along driveway, beginning at tlie southern point of Uie reconfigured west <br />parcel and extending northward along Uie curve totlic point where the driveway straightens out. <br />• Rear- north as shown by surveyor. <br />• Side yard- west side along driveway and along ea.st property line Jj.iceut to the middle parcel. <br />It is questionable whether the we.<l side lot line adjacent to the d.iveway should be ^re^tcd as a <br />‘’side street." SialTrecommends tli.it it be simply a side lot line. <br />If these setbacks are acceptable. »Fa: city accepts the yard .setback demarcation as showa by the <br />surveyor on the survey. <br />Only the cast parcel will have lake access. <br />Staff Recommendation <br />Staff is rec ommending approval of the lot line rearranuement as proposed on the survey , <br />completed by Gn nberg & Associates. City accepts yard setback demarcation as shown b ' surveyor on survey and neither lot width <br />nor setback variances will be needed to build on the west lot. <br />2.
