.MINUTES OP A REGUUR MEETING HELD JULY 6, 1971 <br />Proa Orono: ’fessers Ellis, Cloutier, Engel, <br />Van Nest, Johnson, Mr. ^ Mrs. Schroeder, and <br />Mrs. Sclinidt. <br />Questions varied fron the need of the <br />PBI building at all, using nobile <br />laboratories instead, to asking why the <br />lab could not have a nobile nethod of <br />carrying saaples fron the lake to the lab <br />instead of boat egress through a channel. <br />All questioned the need of the extensive <br />dredging now planned for a sinple egress <br />to the lab and the consensus of opinion <br />was that the dredging was nore tied up <br />with the connercial aspects of the project <br />than the ecological. Also questioned was <br />the need to fill the swanp to the north of <br />Councy ilS and the need for any rezoning, <br />or at least to Unit rezoning. Other <br />salient factors brought out were that nost <br />people lived in this area because of its <br />low density and openness and they were <br />for slow orderly progress as the needs <br />presented themselves rather than any <br />projected development that there was no need <br />for which could even bring an economic <br />loss to the area. It was then -brought <br />out that citizens in the Navarre area had <br />organized so they would have some representation <br />in the planning of the area. At this time, <br />the IPS representative said they would <br />gladly meet with any group for discussion at <br />any time, and the Planning Commission said <br />they would gladly have two Ad Hoc representatives <br />from the citizens organization sit with them <br />at any meeting or discussion they might <br />have on the IDS proposal. Everybody agreed <br />there should be some representation from <br />other governmental agencies involved, so that <br />their opinions could be heard before the <br />project planning moves too far along. <br />Kulilemeier moved, Nicholls seconded, that <br />the Planning Commission table all of the <br />Navarre project proposals of inS and try to <br />organize the community groups, administration <br />and IDS so that together they find a solution <br />to the problems at hand.
