r MINUTES OF A REGULAR MEETING HELD APRIL 1/, 1972 <br />Fred Luces represented himself in an <br />application for a building permit to <br />construct a building on Lot 5, Langdon <br />Park, 2535 Shadywood Road for purposes of <br />conducting a hooby business that would be <br />mostly wholesale ma'l order with a small <br />amount of retail, ile presented a simple <br />sketch showing that the building would be <br />75' X 125' with four parking spaces under <br />roof and a small office and display area. <br />The remainder to be a warehouse for inventory. <br />Poisson moved, Searles seconded, that <br />approval be recommended providea all local <br />and Statv ordinances are met. Motion, <br />Ayes (11) - Nays (0). <br />Page 3 <br />BUILDING PER:IIT <br />Commercial Building <br />2535 Shadywood .load <br />O <br />i-oisson opened the meeting to discussion <br />on adopting an ordinance regulating large <br />assemblies. <br />Gasch asked if this would regulate meetings <br />SUCH as those held by schools, the Minnetonka <br />Art Center or Spring Hill Conference Center. <br />Mass'^ngale explained the need and intent <br />of the draft of the proposed ordinance. <br />Searles moved Elliott seconded, that the <br />matter bo tabled for further study until <br />the next meeting. Motion, Ayes (11) - <br />Nays (0). <br />PROPOSED ORDINANCE <br />Large Assembly <br />Searles stated the Lake Minnetonka Conservation <br />District was redrafting the policy which <br />would be ready in about a week. The intent <br />was to draft a policy that would take the <br />LMCD out of the approval chain and place <br />those powers in the hands of municipalities <br />to legislate and enforce, the LMCD only <br />maintaining a reviewing status. He stated <br />the intent was not to place another layer <br />of government on citizens to harass them, <br />but on the other hand, the LMCD did not <br />want a completely emasculated policy. He <br />again stated the prime purpose of the ordinance <br />was to control runoff and to this end they <br />were working with other agencies, namely, <br />the Pollution Control Agency, Minnehaha Creek <br />Watershed District and Department of Natural <br />Resources. A brief discussion was held on <br />the relations between municipalities and the <br />I.MCD. Searles told members to await the new <br />draft which would be forthcoming shortly before <br />formulating any concrete opinions. <br />LAKE MINNETONKA <br />CONSERVATION POLICY
