Project Over>'iew: <br />Building Projects: <br />Building Project No. I - Construct an addition and deck to the existing dining hall building. In <br />addition, minor interior and exterior renovations will occur <br />Building Project No. 3 - Repair the existing open air chapel stage, her.; railing, etc. The stage is <br />located within 75 โof the lakeshore. Because these have existed in thejr present location for many <br />years and the proposal is to repair not replace them, staff is not concerned as it is considered as pre <br />existing. <br />Trail Projects: <br />Trail Projects No. 1 thru 10 - Repair/construct trails around the property for erosion control and <br />handicap accessibility. The only trail of particular concern is Project No. 5. Trail Project No. 5 is <br />along the lake shore and goes between the boating and swimming beaches of the camp. The path is <br />proposed for improvements because the path has suffered from erosion and to make it handicapped <br />accessible. For many years campers used this trail but due to its present condition, campers have not <br />been allowed on it the last several years. <br />Being proposed is a 6โ wide path along the lake shore between the boating and swimming beach. A <br />path currently exists and there are sections that arc difficult to maneuver. The path is approximately <br />400* long along the lakeshore and generally within 5-15 โ of the shore. Short sections of it (but not <br />the entire length) are proposed be rip rapped, widened, ar.d low retaining wall(s) constructed on the <br />uphill side. The entire path will NOT have a retaining wall or be rip rapped. Because Temple Israel <br />is a religious, non-profit organization, due to cost constraints the City has tried to work cooperatively <br />with these organizations and not required all engineering work be completed prior to approval of the <br />project. The area along the lake where this path is located is hilly and heavily treed. Retaining walls <br />wall need to be minimized. If the proposal is approved then the size, height, and exact location of the <br />low retaining wall(s) can be worked out with the City Engineer and Building Official prior to <br />issuance of a building permit, unless Planning Commission or City Council wish to see more <br />detailed plans prior to approval (see typical cross-section on sheet C3.I). <br />American Disabilities Act: <br />The American Disabilities Act has proposed guidelines for trails. It requires trails to be accessible, <br />but doesn't specify how. As of March 14. 2002 when the U.S. Access Board voted to approve the <br />recreation facilities accessibility guidelines, outdoor recreation environments including trails were <br />still under development by the board. Because trails have to be accessible, it is at this time that <br />Temple Israel is try ing to be sensitive to the issue and comply as best as possible. However, once the <br />guidelines are adopted, additional changes maybe needed. Temple Israel is owned by a religious <br />organization which would exempt it from federal and state guidelines, however because it does allow <br />other people (public) to participate in its programs it is no longer exempt.
