r <br />LANDFORM <br />MIMNCAPOLIS'PNOCNIX <br />C-\ <br />June 24, 2002 <br />Michael Gaffron <br />City of Orono . .. ... . . <br />2750 Kelley Parkway <br />PO Box 66 <br />Crystal Bay, MN 55323 <br />RE: Revisions to Orono Village PUD Concept Plan and Rezoning Request <br />Dear Mr. Gaffron, <br />On behalf of our client, Landform is pleased to submit these revisions to our <br />development application for property located at the northwest corner of the intersection <br />of Willow Drive and Highway 12. <br />We have revised our plans based on the comments received at the June 10, 2002 City <br />Council meeting. At that meeting, the Orono City Council denied our request for a land <br />uses guide plan amendment. The requested amendment would have allowed <br />residential and retail uses south of Kelley Parkway in area currently planned for office <br />uses. Neither the City Council nor the Planning Commission have reviewed our <br />rezoning, PUD concept plan and sketch plat. Consequently, the City Council directed <br />us to revise our plans to comply with the existing Community Management Plan and <br />schedule a workshop with the Planning Commission to review the revisions before <br />bringing our application back for formal City Council review of those items. <br />The revised plan proposes no development south of Kelley Parkway at this time. While <br />we continue to believe that retail uses are the best use at the northwest corner of the <br />intersection of Willow Drive and Highway 12, we are not requesting any changes at this <br />time. We understand that the Community Management Plan allows office uses and we <br />will continue to work to find uses that are appropriate for this area. Because we are not <br />currently proposing any development south of Kelley Parkway, we do hereby withdraw <br />our previous applications for a commercial site plan and rezoning south of Kelley <br />Parkway. <br />The existing RR-1B zoning would be retained south of Kelley Parkway until either the <br />City rezones the property consistent with the Community Management Plan (as <br />required by Slate Statute) or until the applicant proposes development. Upon approval <br />of the PUD concept plan for the area north of Kelley Parkway, we would prepare a <br />preliminary plat for the entire site for review and approval. The area south of Kelley <br />Parkway would be platted as two outlots.
