A grading plan should be <br />required prior to final Council action on this application. <br />CUP for Church Use: <br />As noted above, the church apparently has never been formally issued a CUP for the church use <br />of the site. The existing and proposed use of the site complies with all the standards applicable <br />to a church use. A formal CUP for the church should be issued along with the approval for the <br />addition. The resolution for the addition will contain language formalizing the church use CUP. <br />Standard CUP Requirements: <br />A conditional use permit shall remain in effect as long as the conditions agreed upon are <br />observed, and the use does not cease for a periou of more than 6 months. CL^Ps may be <br />revokable, may be granted for a limited time, or may be granted subject to conditions as the <br />Council may prescribe. <br />Fire Suppression: <br />The church has been advised that the entire existing and new building have to be pro\ ided with <br />fire suppression sprinkling as a result of the additions. <br />Staff Recommendation: <br />Staff recommends approval of the conditional use permit w ith the follow ing conditions: <br />1. Resolution shall contain lar guage formalizing the church use of the property. <br />2. Additions approved per submitted site plan subject to: <br />a. Kitchen not being installed until/unless the septic system is upgraded to accommodate <br />that additional use. or the building is connected to sanitarv sewer. <br />b. Grading plan including any stormwater management systems required by MCWD <br />must be submitted prior to final Council action. <br />3. Any change or more intense use of the property w ill require an amendment to the conditional <br />use permit. <br />4. A conditional use permit shall remain in effect as long as the conditions agreed upon are <br />observed, and the use does not cease for a period of more than 6 months.
