2. Parking is allowed on Concordia Street. Concordia Street is not a heavily traveled street. There <br />is a slight rise in Concordia Street just to the south of the subject property, making views slightly <br />difTlcult when e.xiting onto Concordia Street. <br />3. The lot area and width are conforming for the LR-IC zone, therefore is not a hardship for this <br />property. <br />4. While drainage may be an e.xisting problem, it is not a hardship justifying excessive hardcover <br />for the site. <br />5. The new residence will meet average lakeshore setback and all other required setbacks. Should <br />the potential negative impact on average lakeshore setback for adjacent properties be considered as <br />a hardship justifying excessive hardship? <br />6. There is not a permit on tile for the deck by the lake, however it appears it has been there for <br />many years. Does the Planning Commission recommend the deck be removed since no hardcover <br />is allowed in the 0-75 setback area? <br />7. The proposed house and deck constitute approximately 23% hardcover in the 75-250' zone <br />leaving almost no allowance for driveway. A smaller house with reconfigured site plan meeting the <br />25% hardcover limit could be designed for the site, hence the site is not unbiiildable. <br />8. Other issues raised by the Planning Commission. <br />Staff Recommendation: <br />Ba.sed on city regulations staff recommends denial of this application for the following reasons: <br />1. The residence does not meet 25% hardcover requirement in the 75-250' setback zone for new <br />construction. <br />2. For this proposed new construction, there is no hardship demonstrated that justifies the htirdcover <br />variance. 'I hc lot can be developed meeting ail city standards. <br />Options for Action: <br />1. Recommend approval of variance and prior to going to City Council a grading plan be submitted <br />and revie\Ncd by City Engineer. <br />2. Recommend denial of variance, stating reasons. <br />3.
