MINUTES OF A REGULAR MEETING HELD FEBRUARY 20, 1973 Page 2 <br />The Zoning Adainistrator subaitted three <br />additional factors for consideration. <br />DIVISION <br />(Continued) <br />1, Ordinance No. 138 adopted the Lake <br />Minnetonka Conservation District guidelines <br />of stora water runoff which suggests that <br />the first SO' froa the shoreline should be <br />left in its natural state. This would <br />essentially force the construction of a <br />hoae in an area which is now covered with <br />aquatic vegetation. <br />2. Ordinance 22.020(2) states that "No <br />soil absorption systea shall be installed <br />in an area where the «a*er table is at any <br />time less than 6%' below ground level or <br />4' below the bottom of the drainfield trench". <br />Soil borings indicate that it would be <br />impossible to create a sufficient drainfield <br />on the proposed lot on Orono Lane. <br />t T <br />Gasch moved, Searles seconded, that the <br />request be tabled until the Zoning Administrator <br />is able to determine whether a permit was <br />given to fill this land for landscaping <br />purposes only as was suggested by Searles <br />previously. Motion, Ayes (9) - Nays (0). <br />Mr. Brad Van Nest's calculations regarding <br />density and traffic generation was submitted <br />by Poisson to the Planning Coamission. <br />IDS PROPOSAL <br />Searles moved. Gasch seconded, that the <br />Planning Commission adopt the figures <br />submitted in the Van Nest report. Motion, <br />Ayes (9) - Nays (0). <br />The Planning Commission is requesting input <br />on the following matters from the Park <br />Commission and the Village Attorney. <br />1. Froa the Park Commission, a reoort is <br />desired on the possible uses of the land <br />IDS intends to donate to the Village. Since <br />the Village may have to absorb sewer assess <br />ment changes, the Planning Commission would <br />like to determine the potential recreation <br />or ecological value of this property. <br />2. From the Attorney, an interpretation of <br />whether our Village ordinance will allow a <br />developer to accumulate density credts from <br />parcels of land separated by roads and located <br />in different zones. <br />(Continued)
