Mabusth^ Zoning Administrator <br />1 <br />DATE:September 18, 1979 <br />SUBJECT: #516 Kelly Avenue Duplexes Company - P.R.D. Subdivision <br />SKETCH PLAN REVIEW <br />Zoning District LR-IB <br />Area - 1 Acre <br />The applicant proposes a P.R.D. Subdivision of Lot 3, Block 1 of <br />the recent Navarre Cove Plat. The subdivision will consist of <br />lots formed by a division line through the existing duplex with <br />a corridor of land around each unit. I question the amount of <br />land included in each owner occupied lot. The remainder of the <br />lot will exist as an open space outlet excluding the original <br />dock area outlet shared by all Navarre Cove residents. <br />Originally, the Kelly Avenue Duplex Company proposed a P.R.D. <br />that was approved never noting the lack of required acreage. <br />The original plat would have required 6 acres for the 6 units. <br />In this case the application would require 2-acres for 2 units. <br />Council is very much in favor of P.R.D.'s that promote owner <br />occupied units. This application would affirm that policy. <br />The following are variances that should be noted: <br />1. Area Variance - 1 Acre or 50% <br />2. Existing Structures - setback variance <br />PUBLIC INFORMATION MEETING - OCTOBER 15, 1979 <br />The applicant has not submitted preliminary plans for the Public <br />Information Meeting. Plans must be submitted before preliminary <br />review by Council. <br />If this application meets with your approval, your recommendation <br />must contain the following conditions: <br />.* 1. Park dedication fee for new residential unit of $390.00. <br />2. Each individually owned lot is of a 75* depth to allow new <br />structure to meet 35' street setback. <br />3. Area variance - 1 acre or 50%. <br />4. Variance - permanent duplex more than 200' from commercial <br />district. <br />5. Affirm owner occupied concept.
