Findings and reconunendations will be our <br />responsibility. Staff has drafted a recommendation which you may <br />approve, amend or better yet, make your own. We hope all of you <br />get out on the site. Review the new enclosures and call the office <br />if you have any questions. <br />Ihe building inspector and I again visited the Holzer site. We <br />reviewed the implications of staff memos, recent reports, pertinent <br />sections of the Zoning and Building Code. Photographs have been <br />taken and are available for review at the City offices before the <br />meeting night. We have marked the outside of the wall on the south <br />side to designate original grade. The photographs will document <br />original grade on west and north side of wall. <br />We stibmit the following recommendation for your review: <br />PART ONE - Variance <br />To deny variance tor 15* encroachment into 75* lakeshore setback. <br />To deny variance for length of wall within the 75* lakeshore <br />setback and front line of house and from front line of house <br />along the side yards. <br />The retaining wall within the 75* lakeshore setback must be <br />removed and the original grade restored. The original footings, <br />foundation and wall up to level of blocks touched by restored <br />grade are to remain serving as additional support for earth <br />behind. The proposed grading and landscaping will cover the <br />remains of the structure. The applicant does not plan to <br />construct a wall at the 75* lakeshore setback line. *n»e Zoning <br />Code would allow a wall to be constructed at the 75* setback <br />line. <br />The original grade is to be restored along the south side of wall. <br />All pillars or columns are to be removed - applicant has already <br />decided to remove them. If the wall is found to be 30 inches <br />above grade then a 36” railing must be installed. The applicant <br />suggests a black wrought iron fence would be constructed if <br />necessary. The allowed height of wall along the sides varies
