mm >«.< • * . *^ -^ /.^••^'^‘A'.--.-
April 2, 1979
Popov/Polsson Subdivision
4080 Bayslde Road
Page 3
'*■44
PLANNING COMMISSION MEETING - APRIL 9,1979
Staff concurs with the majority of the Items noted In the Planning
Commission's recommendation for preliminary approval of the three lot
parcel of Boris Popov and Fred Poisson. Please review the Minutes of
April 9, 1979. The following will clarify our position:
ACCESS ROAD TO BE PRIVATE ROAD EASEMENT > Planning Commission views
designating a private road serving two lots by an outlot as Inconsistent
with current roadway policy. A private road easement Is an adequate
method when dealing with lots of one acre or less. Unfortunately,
this method of designating legal access Is Impossible to administer
when dealing with larger parcels. An outlot Is always visible and
easy to Identify on a plat map, as opposed to Interpreting cumbersome
and lengthy legal descriptions that are never on file at the City offices.
The City would not take the underlying easement for the portion of the
road that serves as a private driveway.
Reconinenda t Ion:Outlot A (portion serving 3 lots) City to acquire
underlying easement. 50* width
—
Outlot B (Portion serving 2 lots) City not to acquire
underlying easement. 30* width
DRAINAGE EASEMENT TO BE ACQUIRED BY CITY - A site Inspection by the
City Engineer to evaluate the designated 20' easement and determine
If this Is adeqtiate. Also, Lot 1, specifically the area to the north
of the house should be Included as part of the designated drainageway.
