Frank Ecklund <br />1200 Brackett's Point Road <br />Wayzata, Minnesota 55391 <br />Dear Mrs. Ecklund: <br />Thank you for your letter regarding the annual septic system <br />program. <br />Orono has throughout the years been forced to provide sanitary <br />sewer for certain dense areas in the lake area because of <br />failing septic systems that were not maintained properly. <br />There is no question that some of these areas required City <br />sanitary sewers because of severe water table problems. It <br />has been our experience in recent years that the cost to <br />install public sewers has become ver^.^ expensive and in some <br />cases prohibitive. It has also been our experience that of <br />the many septic systems in operation very few are maintained <br />properly, if at all, until a severe problem arises which <br />generates a public outcry for public sewers. <br />For these reasons, the City Co'uncil implemented an inspection <br />program designed-to benefit each homeowner who owns a septic <br />system. <br />The benefits from this $25.00 yearly charge are: <br />1. Yearly inspection of septic systems <br />2. A record in the City Hall of the owners system, location <br />and design <br />3. Availability of personnel when systems fail <br />4. An assurance that all systems are constructed property, <br />and failing systems are repaired <br />5. No large sanitary sewer assessment
