Olson, City Planner <br />March 6, 1979 <br />SUBJECT: North Central Study Area <br />As a continuing part of our comprehensive plan review, I recommend <br />that we next study the area shown on the attached map, generally <br />bounded by Long Lake to the east, Medina to the north, Orono Schools <br />on the west and the BN tracks on the south. <br />There are several reasons which suggest that this area receive detailed <br />analysis before completion of our Comprehensive Plan: <br />1. The change in MNDOT highway plans for TH12. <br />2. The pending construction of the Orono "Ring Route" link which <br />may affect traffic on both TH12 and CR6. <br />3. The relatively new plans of Medina to sewer Medina-Morningside by <br />means of a connection to the existing Orono line in Old Crystal Bay Road. <br />A by-product of this work may include allocation or reallocation of sewer <br />units in this area. <br />4. This area includes Orono's Industrial enterprises. The two major <br />industries have recently expanded and the City should review their plans <br />for future growth and/or the need for other industries to locate in the <br />area. <br />5. Application 433 suggests a rezoning for new commercial/industrial <br />uses on land currently unsewered. The feasibility of a sewer extension, <br />or arrangements for connection to the Long Lake System, should be studied <br />This also applies to the existing B-1 area north of TH12 and west of <br />Brown Road which is also unsewered. <br />6. The land north of TH12 between Willow and Old Crystal Bay Roads is <br />designated for multi-family on the 1974 plan. In view of land use <br />developments, policy changes and the Medina sewer connection, this <br />designation should be reviewed for conformity with current policy. The <br />area is not in Orono*s sewer service area, but it already his some <br />assessments and perhaps could have more. Is multi-family relevant? <br />If so, over what area or what percentage of the area? At what maximum <br />density? Given available, or future, sewer capacity, perhaps the <br />maximum density can occur over only cart of the area. What options <br />are available?
