TO:Council <br />FROM: <br />DATE: <br />Alan P. Olson, Village Planner <br />March 6, 1979 <br />SUBJECT: Stubbs Bay Moratorium Area <br />A STUBBS BAY MARINA <br />The attached resolution has been prepared ror your consideration at <br />the March 13, 1979 meeting as requested after the public hearing at <br />the last meeting. The resolution sets forth the intent of the Council <br />based upon the record of the Public Hearing, general city records and <br />the history of the area. This is not the detailed record of findings <br />as staff is still in the process of preparing that resolution. Rather <br />than rush a draft to the Council, I felt that accuracy outweighed <br />timeliness. <br />I recommend that the Council adopt the attached resolution. I also <br />recommend that the Council instruct staff to advertise and call a <br />rezoning public hearing for the first meeting in April. I recommend <br />that the pending George Johnson application for a 1979 Marina license <br />be denied based upon the record of the February 27, 1979 meeting. <br />B CONTINUING LAND USE STUDY <br />The Council's attention has been focused on the Stubbs Bay Marina <br />site because of Mr. Johnson's requests for early study and policy <br />decisions. Even though the final answer of limited commercial vs <br />residential use has yet to be made, the major research involvement <br />is complete and staff has more time to devote to the rest of the <br />study area.
