m <br />rm <br />MINUTES OF A PLANNING COMMISSION MEETING HELD ON JULY 23, 1979 <br />The Planning Commission met on the above date. <br />Present were the following members: Chairman <br />Wilson, McDonald, Jabbour, Frahm, Adams and Hannah. <br />Hammerel arrived at 7:40 P.M. Mabusth represented <br />the City staff. <br />Wilson announced the Public Information Meeting. <br />Hannah vacated his seat for this application as <br />Bob Mitchell, applicant's representative, is also <br />his attorney. Mabusth stated she had the Affidavit <br />of Publication and Certificate of Mailing. Kathy <br />Gagne represented the applicant. The new plan does <br />certify that all structures meet the required <br />setbacks, although the bam cannot be used for <br />animals as that use would require a 150' setback <br />instead of the 50' setback shown. The guest house <br />will be handled under a separate conditional use <br />permit. No public comments were heard. General <br />consensus of the Planning Commission was that a <br />park dedication fee should be paid. <br />Frahm moved to recommend approval of the subdivision <br />siibject to a Flowage and Conservation Easement, <br />payment of a park dedication fee, and conditioned <br />upon the bam not being used for animals. Motion <br />seconded by Adams. Vote: Ayes (6), Vacated Seat <br />Nays (0). Motion passed. <br />(1) <br />Due to Mr. Zitzloff not being present at this time, <br />the item was tabled until later in the meeting <br />and was heard at the end of the action items. <br />Mr. Katcher, applicant, and Mr. Duehn, property <br />owner, were present. Staff has determined that <br />a conditional use permit is the proper application. <br />Ih:. Duehn operated ^an auto body shop for many years <br />until his health declined about a year ago. Since <br />then KK 6e Kompany has leased the building and <br />approximately 50' X 150' of land for a boat repair <br />business and Mr. Duehn has begm to store boats <br />on the eastern part of his property behind his <br />house. <br />ATTENDANCE <br />7:30 P.M. <br />MARY STAPLES <br />860 Spring Hill Rd. <br />SUBDIVISION <br />Public Info.
