The <br />following members were present; Chairman Hammerel, <br />Goetten, Jabbour, Frahm,. McDonald and Rovegno. <br />Mabusth represented the City staff. <br />Gary Lindgren, the applicant, was present. Rovegno <br />advised him that the septic testing areas for the <br />proposed on site systems occupied the most desirable <br />building sites. Lindgren said he was aware of their <br />location and stated he could see no problem at this <br />time. Planning Commission advised that additional <br />septic testing would be required if the house location <br />became a problem. <br />Rovegno questioned the size of the right of way <br />d0SX9nati0d for W0St Branch Road. Staff oxplainod th0 <br />width of these right of ways are determined by the <br />Hennepin County Highway Department and that at the <br />time of platting, the City would acquire the additional <br />right of way now rather than share in the paying for it <br />some time in the future. <br />Staff noted that the preliminary plans did not designate <br />the wetlands on the eastern lot. It would appear that the <br />wetlands is located at the 935 elevation but this would <br />be reviewed by the engineer. <br />Hammerel moved to recommend approval of the preliminary <br />plat of the Lindgren Properties based on the following <br />findings: <br />1. Sufficient area for two lot plat, required 2 acres <br />minimum of contiguous dry buildable land - 10 <br />acres in each lot. <br />2. Satisfactory drainfield sites and septic design <br />for each lot. <br />3. Plat is not riparian to Lake Minnetonka. <br />4. Approved access for both lots by Hennepin County <br />Highway Department meeting all safety standards. <br />and subject to the following conditions: <br />, Flowage and Conservation Easement over entire <br />wetlands area. <br />2.
