The addition will be 31' X 24', <br />unfortunately, neither the survey nor the plot plan designate the side <br />yard setback from Navarre Lane for the proposed structure. In Council's <br />review of the proposed Haefele, Martin vacation application, they <br />conceptually approved the vacation, but the applicant has never completed <br />the conditions of that approval - please review enclosed Minutes of <br />February 11, 1980. <br />The applicant will submit a certification of setback by the meeting night. <br />It appears from the scale on the plot plan that there is a 10 foot setback. <br />If street setback applies, variance is as follows: <br />Required: 35' <br />Proposed: 10' <br />Variance: 25' = 71% <br />The residential zoning district runs along the centerline of Navarre Lane <br />If the vacation is considered applicable, there is 33' of additional <br />side yard for Martin's lot. A variance would not be necessary since the <br />required 35' would be met. <br />The site has adequate area for the parking that serves both the towing <br />and repair use. Planning Commission should consider asking for additional <br />screening along the fenced area - specifically Shoreline Drive. <br />Staff recommendation: <br />1. Require a setback variance application since the street vacation is <br />not complete - applicant may wish to complete vacation application before <br />we pass on the site plan. <br />2. Require additional screening along fence area.
