The scenic parkway is typically a narrow, <br />speed road which provides access to recreational areas an spe traffic <br />of scenic attractions. High volume through traffic and t <br />is not appropriate on scenic parkways because these users o <br />from the attraction and because the physical nature of the roa ^,1 <br />conducive to efficient through traffic movement. Because o envi <br />sensitivity, scenic parkways cannot be rebuilt into . <br />collectors or minor arterials without adversely affecting the natural <br />setting, the scenic quality of the road and/or the <br />abutting landowners.
