V.’ ♦ <br />Gentlemen: <br />This letter is to accompany the permit application for a preliminary <br />plat, grading and drainage, and storm sewer plan for Navarro in <br />Navarre. The permit application form storm water calculations <br />and plans have been sent to the City of Orono at their request. <br />They will forward these items separately. <br />The erosion control plan features hay bale^i or equivalent type <br />of erosion control fence located along proposed overland drainage <br />swails. In addition, all areas which are graded will have turf <br />re-established immediately after grading operations in accordance <br />with the notes on the plans. <br />We are proposing control of the rate of runoff leaving the site <br />by routing all storm water runoff which originates on the site <br />through the marsh which is located on the southwest portion of the <br />site. The outlet for this marsh is an existing 15" RCP culvert <br />under Hennepin County Road No. 15. The calculations which I have <br />submitted indicate that the existing marsh and culvert effectively <br />function to control the rate of runoff leaving the site. The peak <br />rate of runoff leaving the site in its undeveloped state is 4.85 <br />CFS. The peak rate of runoff leaving the site after development <br />will be 5.22 CFS. We believe that this is sufficient rate of <br />runoff control to meet the watershed district's requirements. <br />It is our intention to install class A rip rap at the end of storm <br />sewer outlets in accordance with ffri/DOT standard plate no. 3133A. <br />We believe that the existing marsh will function effectively to <br />retain trash and floatable materials.
