I do not <br />recommend this action. <br />4, Accessory Buildings <br />There is nothing in the LR-lC-1 PRD section to <br />pj^0clude accessory buildings. (note that the enclosed <br />parking space must be attached). <br />a. ) Considering the small size of these individual <br />lots, it may be reasonable to have a PRD-CUP <br />condition prohibiting accessory buildings. <br />This could be filed as a covenant in the chain <br />of title of each lot. <br />b. ) If accessory buildings are allowed I suggest <br />a limit as to number (maximum 1 per lot) and <br />as to size (maximum 600 sq ft - 2 car garage) <br />which of course must also be within the overall <br />35% hardcover allowance. Setbacks might also <br />be regulated (existing ordinances would allow <br />10 ft side or rear setback). <br />X. IMPROVEMENT FINANCING <br />This project involves both on-site and required off <br />site improvements. It involves extension of public <br />streets, sewers, storm sewers and water mains. Private <br />lot grading is also necessary. Additionally, the City <br />may have indirectly related off-site improvements such <br />as sewer bypass lines. Northern Ave sewerage, and/or <br />street improvements other than Blaine. The Council <br />should consider the construction/financing alternatives <br />available and may wish to negotiate these items with <br />the developer. <br />Financing Options Include; <br />1. All on-site work installed by developer at developers <br />expense, according to City approved plans and subject <br />to City inspection and approval. In addition, <br />directly required off-site improvements also <br />installed by developer at developers expense <br />including RR crossing, Blaine Ave. widening and <br />sewer line to Togo Road. This has been standard <br />practice in Orono. <br />2. All on-site work installed/financed by developer <br />as above, with off-site work installed by developer <br />but partially paid for by the City through bonding. <br />3. All on-site work installed/financed by developer <br />with all off-site work installed/financed by City
