The de­ <br />veloper has clustered all lots in one area principally <br />to save street and utility costs. The area of Outlet A <br />has been utilized to obtain the 48 lot density. Thus <br />Outlot A is not further buildable since its density has <br />been "transferred" to the land that is physically developed <br />The area labled as "Park" is mostly a wetland, all parts <br />of which below elevation 936 are officially designated <br />as flood plain. This area likewise is used as density <br />credit to achieve the 48 lot total. It is also used as <br />the the ponding area required for handling development <br />runoff. The "Park" designation is probably wrong; it may <br />or may not imply eventual City ownership. <br />New streets in the development are conceived as being <br />dedicated to the City, becoming integrated with our existing <br />street system. <br />DEVELOPMENT ISSUES <br />I.DENSITY STUDY <br />1. Confomance with Sections 34.621 and 31,841c <br />Section ^4.^21 allows up to 3 units/net acre with <br />PRD approval. Section 31.841c allows density credit <br />for the wetland provided a flowage and conservation <br />easement is granted.
