Krogness, 185 South Brown Road - <br />Preliminary Subdivision - Public Hearing 7:30 PM <br />Zoning pistrict - RR-IB <br />Planning Commission Action - Recommendation of Preliminary Approval <br />At our %A>rk session meeting staff advised the applicant of the <br />possible need to realign the newly created lot line and the possible <br />need to require a shared access for both lots at Brown Road. <br />In regard to the location of the existing septic system on <br />Lot 2, staff met with the septic engineer for applicant in <br />order to determine the exact location of the septic system <br />in relation to the lot line. It was found to be right on <br />the lot line and not 10 feet into Lot 1. The lot line has <br />been slightly altered to allow for a minimum setback of 10* <br />for existing drainfleld. The lot line change had little <br />effect on the proposed house location. <br />I regret I do not have the County's written response concerning <br />access to the pl^t but they have assured me that there will <br />be no problem in creating a new curb cut within the 40' wide <br />access corridor of Lot 1. In fact, their recommendation will <br />ask for the removal of certain plantings along the roadway <br />that will make both accesses far safer for future owners and <br />the general public that use Brown Road. <br />Staff has no other concerns relating to the Krogness plat <br />and suggests the following approving motion: <br />To recommend preliminary plat approval of the 2 lot plat of <br />Charles Krogness finding that the proposed subdivision meets <br />all septic standards setforth in the Orono On-Site Septic <br />Code and the standards of the RR-IB zoning district and that <br />each lot is of a size and configuration that will allow its <br />use as a single family residence wlthoub the need of any <br />setback variances, such approval is subject to the following <br />conditions: <br />1 -Wetlands to be described on the plat as drainage easements <br />and dedicated to the public - a conservation and flowage <br />easement shall be required over, under and across the <br />wetlands. <br />2 -Proposed house and all accessory structures on Lot 1 must <br />meet all setback standards of the RR-IB zoning district. <br />3 -Future Owner of Lot 1 must obtain an access permit from <br />County Highway Department prior to construction. <br />4 - Park ration fee of $100. 00 for newlv rreated lot. <br />j
