MUNICIPAL SEWER CAPACITY IS NOT AVAILABLE FOR RURAL DPVELOPMBNT. <br />Ocoao's rural land has sufficient natural capacity <br />for on*site sewage treatment to accommodate proposed <br />rural development at the existing zoned density. <br />The municipal sewer system and the metropolitan <br />interceptor are not designed for sewage flow from <br />rural Orono. The municipal sewer system and the <br />metropolitan interceptor are not available for <br />connection from properties in the Rural service Area <br />Several options are available for Planning Comnission and Council <br />to considei't <br />: V-?' <br />Require that the proposed Church conform to Rural Sewage <br />Treatment Policies by having its own on-site sewer and water <br />systems. <br />Consequences: a) probably more costly than connecting <br />to the existing service stubs, <br />requires on-site maintenance, <br />may have legal problems because of the <br />prior assessments. <br />water service may be required if the <br />building has to have sprinklers to meet <br />building code requirements. <br />b) <br />c) <br />unend the CMP to relocate the MUSA/MSSR line to include this <br />>arcel, and thereafter allow the municipal service connections <br />Consequences: a) adverse precedent about moving MUSA line <br />into Rural area - completely opposed to <br />basic CMP policies. <br />b) adverse precedent for moving the MUSA line <br />elsewhere. <br />c) uses sewer units allocated for existing <br />school and industrial users. <br />d) extends water system that already has <br />pressure and capacity problems. <br />Do not amend CMP, but do approve a special exception to <br />Rural Sewage Treatment Policy #7 to allow this limited <br />connection based upon the fact that the property does meet <br />all current Rural zoning standards and that it was previously <br />served and assessed prior to creation of the MUSA line. <br />Consequences: a) precedent would be limited to similarly <br />served Rural properties such as Gagne land, <br />and 315 E. Grant land on CR 51 & 84. <br />b) precedent would retain Rural lot sizes and <br />Rural density even where physical connection <br />was otherwise available. <br />7-'
