The previous DNR application shows the dredging <br />extending beyond the Speeter lot into the Henninger property. <br />The area to be dredged is described as "an area extending <br />25* feet lakeward from 200' of shoreline". Review enclosed <br />site plan - Exhibit 4. Applicant must specify the exact area <br />of the dreding corridor. <br />Summary of the M.C.W.D. letter of January 5, 1982 <br />1) The area to be dredged is not located within the area now <br />used by applicant for riparian boat access - this will <br />cause the reviewing board problems. <br />2) A permit would never be approved unless the erosion problem <br />causing the siltation of the lagoon is cleared up. <br />3) Area for consideration - effects of dredging of the lake <br />vs effects on water quality from deposition of sediments <br />from concentrated stormwater runoff. <br />4) Benefit to applicant of more sheltered location away <br />from main lake. <br />A DNR representative called to state that they would have a <br />written response to the City concerning Speeter's application. <br />The following comments were made concerning the Speeter <br />application: <br />1) A previous dredging of the subject area will have a <br />bearing on their review. <br />In response to the statement that a wetlands had existed <br />in the area prior to previous dredging of 1967 - the <br />representative stated that based on the previous dredging <br />and current cortditions of the lagoon that a wetland would <br />never return.
