As it turned out, I was still in trial <br />then, so could not go. <br />I again request permission to appear before the next Commission <br />meeting. I wish to present certain facts, namely: <br />1. Literature on acri-guard, a paint used to prevent possible leaching. <br />Oir. Bert Savltt, Savitt's Paints will be happy to discuss this by <br />phone with you - 335-2187) i <br />2. The ties have been painted with the material and will receive <br />a second coat. <br />3. I do not recognize the U. S, Corp. of Engineers as having <br />jurisdiction and will not make application to them. <br />4, I question jurisdiction of anyone requiring me to make application <br />to use rip rap. <br />5. The ties are npt in the water, but do, on rough days, get <br />lapped upon. This has been since last October. Ihe leaching that <br />takes place has to be miniscule (without paint-guard) at best. Compared <br />to boat motor gasoline, (i§ there still discharges from lakeshore <br />manufacturing plants?) and from other sources, the amount of any <br />possible leaching has to be totally insignificant.
