MINUTES OF A PLANNING COMMISSION MEETING HELD JUNE 20, 1977 - PAGE 4 <br />McT^ald moved, Dunlap seconded, to reconinend approval of the <br />variance subject to sewer hookup, if not already, prior to <br />taking out pennit for the addition. Motion - Ayes (6), Nays (0). <br />Heibert Hankinson and Tom Nelson, representing the Caiman <br />Cove Association, appeared before the Planning Comnlssion <br />to discuss their dredging application. They are requesting <br />approval to dredge an area of Carman's Cove for navigable <br />access to the properties in question. Approximately 2,500 <br />cubic yards would be removed from an area 2 ft. deep by <br />45 ft. wide and up to 750 ft. long. This would include an <br />area of approximately 130 ft. into the Lake. This is the <br />only lake access for these properties and currently there <br />is no boat access at all. <br />The applicants informed the Comnission that the east side <br />of the diannel would be made approximately 20 ft. wider. <br />They would be coming in at somewhat of an angle south and <br />west of the swimming beach. The marsh on the east side <br />would not be disturbed. Generally in the spring, the <br />channel has been passable. However, for the past 10 years <br />around the first of August there begins to be a problem. <br />In the last two years, it has been an extreme problem. <br />The original dredging occurred here about 25 years ago. <br />Mr. Nelson stated that even if the lake were at its normal <br />level, the proposed dredging would still be necessary. <br />Thft spoils from this dredging project are proposed to be <br />Q^ved from the lake by barge to a drying area in <br />Bccelsior. The drying area is a riprapped section adjacent <br />to tile lake. Mr. HanVInson informed the Comnission that <br />the barge company is a reliable firm and he felt they <br />would do everything necessary to conform. Mr. Olson <br />also commented that Mr. Niccum, owner of the barge ccjmpany, <br />has been very cooperative concerning other proposals <br />involving Orono. <br />Planning Commission determined this is maintenance dr^ging <br />required to maintain riparian access to these properties, <br />and that the spoils removal system proposed would have the <br />least effect on the lake. <br />After some discussion, Dunlap moved, Hosfield seconded, to^ <br />recommend approval of the redredging and maintenance dredging <br />request subject to the following conditions: <br />(1) That the spoils are removed directly frcxn Orono. <br />(2) Subject to approval of other agencies. <br />(3) Redredging of existing dredged channel to <br />provide riparian access only. <br />(4) Area to be dredged is 2 ft. deep by 45 feet wide <br />by 750 feet long. <br />^Stion - Ayes (5), Nays (0), Abstain (1) - McDcmld (opposed <br />the spoils not being removed from the Lake Minnetonka <br />shoreline. <br />JOHN KUBASCH <br />(continued) <br />(#272) <br />CAPMAN COVE ASSOCIATION <br />OMHTIONAL USE PERMIT <br />DREDGING <br />(#273)
