y <br />MINUTES OF A PLANNING C^MISSION MEETING HELD MARCH 21, 1977 - PAGE 2 <br />1. <br />2. <br /># <br />w. <br />3. <br />4. <br />5. <br />6. <br />7. <br />Lots 1, 2, 3, 4 and 5 approved as submitted. <br />Approy^ Lot 8 as a separate parcel on the condition that <br />no building permit be issued until plans for a septic <br />system and replacement are approved by the City Engineer. <br />Ccmibination of Lots 6 and 7 with the understanding tliat <br />this lot could be split at a future date provided the <br />septic system met the approval of the City Engineer. <br />Appropriate Park Dedication Fee. <br />Ifriderlying easement on road and cul-de-sac and extension <br />of roadway beyond cul-de-sac. <br />Utility easement on Willow and along private road. <br />Drainage easement and drainage plan as approved by City <br />Engineer. <br />Motion - Ayes (5), Nays (0). (f-fembur Pesek left during the <br />discussion of this item and was not present for the motion.) <br />Ihe Zoning Adninistrator made the applicant aware that a <br />title opinion addressed to the City would be necessary for <br />final approval. <br />Applicant was not present. Several interested property <br />omers were in attendance: Eonald Maas, Howard Soost and <br />Stanley Cirsp^ki. The Zonii^ Administrator explained <br />that the applicant is requesting approval to operate a <br />kennel near the intersection of Hij^way 12 and County <br />ad 6. This facility would be used for the boarding of <br />“1 dogs. <br />Approval of thi^ application would require rezoning due <br />to the fact that this proposed operation is in a resi <br />dential zone. Althou^ the Cornnission felt that tliii <br />proposed deserved some consideration, they were not in <br />favor of any rezoning at this time. <br />The Zoning Administrator stated that he had consulted <br />with the City Attorney as instructed for his direction <br />concerning our ordinance on stock faims in relation to <br />this application. He advised that there is no way to <br />approve this request on the basis of a club or stock <br />faim as this is definitely a coninercial venture. <br />IXmlap moved, McDonald seconded, to deny this applica <br />tion based on the reconmendation of the City Attorney. <br />Motion - Ayes (5), Nays (0). <br />Mr. Odden was present. Applicant is requesting approval <br />for an addition to the east and north side of the existing <br />house. The addition along the east end of the house would <br />be 11 feet from the lot line with the extended deck approxi <br />tely 10' from the lot line. <br />The Planning Commission was concerned about the <br />private easeiaent providing access to the lakeshore lot. <br />They felt the proposed edition would conflict with this <br />easement.
